4. Phoenix Feather Talisman

Wondrous Item (talisman), rare (requires attunement)

This talisman is adorned with a vibrant phoenix feather, pulsating with fiery energy. It radiates warmth and light, and seems to flicker like a flame.

Flame Burst: As an action, you can expend 1 charge to unleash a burst of flames in a 15-foot cone. Each creature in that area must make a DC 15 Dexterity saving throw, taking 3d6 fire damage on a failed save, or half as much damage on a successful one. The talisman has 3 charges and regains 1d3 charges daily at dawn.

Phoenix's Blessing: When you are reduced to 0 hit points but not killed outright, you can choose to be reduced to 1 hit point instead. Once you use this ability, you can't use it again until you finish a long rest.
